Describe the bug
When a launcher item has more than one window open, clicking it always brings the first item to focus. Repeatedly clicking the icon is supposed to cycle between each window in the group but this appears to be broken.

To Reproduce
Steps to reproduce the behavior:

Open multiple windows of same application
Click icon on launcher
Click icon again
Notice 2nd window does not come into focus

Expected behavior
Each window is focused in a cycle.
